You can import a SMART car legally now, but at great expense.
The best cheap car available right now is definitely the Toyota Yaris at about $11,000 MSRP for a base model hatchback.
It's a safe small car, extremely reliable, suprisingly roomy inside, peppy and it gets 40 mpg.
There are some Korean models out there that you can get for a little less, but they cannot match the safety, reliability or overall quality of the Toyota, on top of that they lose their value so quickly through depreciation that the $2000 you saved in purchase price is gone in two years, while the Toyota will retail way way more of it's value over time.

SMART has been available in Canada for two years now... VERY small and fuel efficient with its 3 cylinders... BUT EXPENSIVE!!!!
Expect to pay an average of probably $15,000+ US !!!!
Best car at the low end - choose either Honda Fit or Toyota Yaris.
There are cheaper small cars, but.....

honda or toyota, either cars will last forever........usually even the cars that are used arent even that bad.
