Lighting a gas heater is pretty easy if everything is in working order. pull off the door at the bottom of the heater where the tubes go in and then slide the inner door open. Turn the button to Pilot. Press down on the button and at the same time put a flame at the end of the tube you see coming down from the control. It should light with a small blue flame. If it does keep holding the button down for about 1 miln. by your clock. Let the pressure off the button slowly.. if the flame remains turn the control ( without pushing in down) to the on position. At this time the main burner will light. Slide the door closed and clip on the outer door and your finished
Having said all that if the thermocoupler is burned out the flame will not stay lit after you release the button and you need a service man. If you cannot get anything to light again you need a service man. Good Luck

If you can read the manufacturor's name and model number on the water heater you have two options:
1. Check the manufacturor's web site for an online manual for that model.
2. Contact a local dealer (yellow pages) who sells that brand and get a manual or at least try to talk to a tech who can explain the process.

Each brand is a bit different, so please get good info before lighting it.

depress the pilot button, & put the lighter near the only open hole!
once lit you have to hold it down for a few ( +/- 30 seconds ) until it realizes it is lit! then turn it to " on "!

good luck!
