Some places require that all dogs get a license. Generally you pay a small fee and provide proof that the dog has had the required vaccinations.
Contact your local animal control office to find out what your requirements are.

Pit Bulls and one other breed need some type of paper to be legal. Something to do with if they would attack someone.

Do they ask you if he's legal, or if he has papers. A purebred dog has "papers" certifying that he's purebred which makes him more monetarily valuable.
You must have a dog which looks purebred.
