I mean, i know it basically means that hes going to touch me all over, but does anyone know exactly what it means?

If you have to ask this question it means that you are way too young engage in such an activity!
Basically if you allow him to "feel you up", you will only be doing it because you feel pressured into it, or you are just plain curious. Trust me darl... don't mess around with situations that you aren't ready to understand yet. There will come a time soon enough where you will experience different feelings and emotions with a special kind of person whom respects you. It is at that particular time of your life where you will mature a little and wont need to ask such a question... it will most likely just come natural and feel right, and it will be something that you will want to do ok.
Don't allow yourself to be taken advantage of... your body, feelings and self esteem are way too special to waste on allowing some silly boy/s to abuse your trust just so they can experience some cheap thrill at your expense. Trust me when I tell you that if you give to them what they are asking of you just to increase your chances of them liking you... you are going to end up very hurt and disapointed. What you will acheive is a nasty reputation at school and a cheap "easy" label, because these types of boys like to brag and tell their friends about their cheap thrills.
Take pride in yourself... and don't allow yourself to be taken advantage of!

It's something that's better left unsaid: you don't TELL someone you want to or are going to feel them up, it just gradually happens. Be careful with how far you want to go, as he might expect you to go further than you'd intended. If you do decide to sleep with him, or do anything involving his penis and your vagina, PLEASE use a condom - it is the ONLY contraceptive that protects against sexually transmitted diseases like herpes, chlamydia, etc. Basically, it means he wants to grope you: touch and feel your breasts, butt and basically any area you can think of. Feeling up does NOT consist of fingering.

You answered your own question. It basically means the guy is going to grope you and touch you all over, mostly grabbing, petting, rubbing, etc.
Just remember if you don't like what he's doing or he goes to far just say NO! Don't be scared to speak up and if need be defend yourself.

Feeling you up means he wants to touch the most private of your body parts. Are you willing to let him do that? He'll tell you he loves you to make you feel good. Then after a few weeks he'll dump you and he'll want to go feel up some other girls. And then you'll feel like used trash. Then eventually feeling up will lead to sex....at your young age, sex is just not the way you want to go.
You're a KID....get out of the bed, and get back on the playground! Sex is serious. If you are going to do it, get on birth control, and make sure he ALWAYS wears a condom. 1 out of every 3 girls who are sexually active contract HPV. It's a virus that has NO cure!! You get genital warts from it for the rest of your life and it burns and itches and looks disgusting!! Moral of the story....wait til marriage to have sex so you know you are only with one person....if you CAN'T wait til marriage, then be RESPONSIBLE. USE CONDOMS and take the pill. Unfortunately condoms can't protect you from HPV, but they can protect you from other diseases like HIV. The only way to really protect yourself from HPV is to limit the number of guys you jump in bed with!!!! READ, LEARN, EDUCATE yourself!!! Sex might be fun, but it can also be DANGEROUS!!!! Don't get pregnant if you cannot handle the responsibility of quitting school, and dedicating the REST of your life to being a MOTHER.
