1) Get her started in high school productions--more experience is great
2) Get her to try out for community theater productions--once again, more experience is better
3) Most connections and network--befriend directors and look out for small casting calls in local TV ads.
4) To get to Hollywood is a HUGE step I wouldn't recommend taking without a backup degree AND acting classes. I'm sure your sis is great, but EVERYONE needs coaching

It depends on what training and what experience you have. If the acting classes are at an accredited acting school (not your regular school) you've been attending for at least a couple of years, and you've taken leading roles in a wide variety of stage plays as part of a drama group, then you should ask at your acting school about how you might get an agent. Acting schools normally include classes in agents, auditions, etc, as soon at a student is talented enough and has had enough training and experience. So if they haven't told you this, it may be that you're not ready. Agents are the only way to get real auditions, but they only accept the best.

She needs to be willing to act like a fool. There are people that want to act but only the way they feel they look cool.
Find an agency that you feel is not a scam and sign up with them. Some agencies, although not good, may help with work as an extra. It's a start.
Get involved with everything you can related to performing. All your efforts have to go into it at all times.
Good luck.

Start taking some acting lessons or get involved with an acting club in school or taking theatre at school.
Go to a good photographer and get some headshots of her. Find local agents and start sending them out to the agents. If they're interested in her they'll contact her. One word of wisdom...don't ever PAY an agency for their services until you get hired on with them. At that time you will have to pay 10% -15% of what you earned on any job you got through them. You know the agency is a scam or just money maker on taking your photos if they ask you to pay up front.

Of course being in High School plays would be the first step, then local theater. If she feels she is really good she could do like a guy I read about did......go to New York and just jump in. Try to make contacts with others in the business and be prepared to rough it for awhile. That is only one way to go about it. I'm sure there are others. Good luck to her.

It depends on where you live, but you could go to school at an Acting Conservatory.
My husband went to KD Studio in Dallas. He's not a famous actor though.. yet.
Then move to L.A. and become a waitress in the meantime after you graduate. That's what most of them do, I think. They wait to get noticed and go on 1000's of auditions.
Good luck!
