You should check the ground connection. That is how the switch works, it grounds the circuit. If the ground is not good you become the ground and get shocked.

If there was more amperage going through it, it really could be termed a KILL switch. Truly a shocking development :) Seriously, I would suggest replacing the switch with a new one, it sounds as though there is some internal shorting of the switch. A poor ground, as mentioned in another post, is also a possibility, but it is likely that the switch would only function (and the engine run) intermittently, or not at all, if this were the case.
