Was your engine hot and at working temperature? The catalytic converter won't work at its best until it's up to temperature.

After market cats suck. You really would need to get that cat very hot for it to run efficiently. Also high engine compression could cause your high NOx and vehicle running to lean as well. Maybe your vehicle was overheating. Overadvance ignition timing can do it as well. The list is long so go pay a pro to diagnose and fix and stop being so cheap!

It wouldn't be the cat. The cat removes hydrocarbons. Nox are caused by timing that's too advanced or some other condition causing a "too hot" combustion. Possibly a lean mixture condition.
If you're going to time the ignition right, you'll need a timing light and a book to tell you the correct spec for your car.

In my estimation it is the O2 sensor, but if you put a new converter on and it is some after-market (not Honda factory) then that could be the problem as those converters are known to never meet the factory exhaust requirements.

Your car does not have an EGR system.High nox readings on civics are usually valves out of adjustment, incorrect ignition timing or incorrect or worn spark plugs.Be sure to use NGK brand spark plugs only

There could be several things causing this problem. You will need to have a mechanic hook up the car to a computerized diagnostic system. Even then it can be trial and error to find the exact problem.
Sorry it can't be easier!
