My sister is 16 and works at a Movie Theater, but hates to have to spend the Fri and Sat nights there. She is looking at florist shops, lifeguarding (summer)
Try and find something your into....and you can have a few jobs that you only work very part time. 5-10 hours here and there and make pretty good money.

The jobs that you are describing are generally snapped up by more mature teens. When you are just entering the job market, your choices may not be too good. She might try a clothing store or a retail store like Penney's or Sears (I'm not too sure that there might be an age limit on hiring at those stores). I went to work very early (I was 15 in 1962), and about all that was available was a grocery store (there wasn't a lot of fast food then). That might be a good start.

I would suggest working at a golf course. If you are decent looking, you can make lots of tips driving the food & beverage cart.
Some states won't let you sell beer until you are 18 (I think private golf courses can get around this); but if that is the case where you live, you can still work in "member services". Basically, you line up the golf carts for play, clean people's clubs when they are through (for tips of course) and drive the carts back to the cart shed at the end of the day to recharge.
Not only can you make a higher hourly wage if you are getting tips, you get to meet the best sorts of people at golf courses. These people are business owners, managers, etc...; if you make a good impression, they might help you with a career as you get older.

Call in and keep asking the hiring manager about the status of your application after you turn it in. My 16 year old friend got picked for a job over the others who applied because she's the only one who kept calling back and that showed the manager how much she was motivated to get the job.

Six Flags is a great place for a 16 year old to work. That is if you live near a Six Flags or any other Theme Park.

A serving job might be good for you too. You'll understand the customer service aspect of being in the service industry. It will look good on futre resumes. And the tips aren't bad.
