The major Empires and states - Russia, Austria, and Prussia agreed to co-operate. If revolution broke out in one the others would lend troops to help suppress it. Britain and France did not get involved. The biggest intervention was in Hungary in 1845, but as Austria and Russia became Balkan rivals the so called "Concert of Europe" broke down, and did not survive the international crisis of the Crimean War.
