I dont understand how to do this

Orient your map to North.
Rotate the compass until the needle points to N on the base. (recheck the map)
Place the center of one edge of the compass to where you are on the map. Rotate the compass with the edge centered on this point until the pointer is at 35 degrees (actually east on the compass) by rotating the compass counterclock-wise.
Using a the same edge draw this line, That is your 35 degree W vector.
