Alright so we have an undergravel filter for our turtles and we cant fill the water up to the top because it is turtle.. do we need to have the tank completely filled to get the filter to work because right now the water goes up half way and does not go any higher

Ditch the undergravel filter. They suck. They trap all the uneaten turtle food and turtle crap under the gravel plates, making it harder for the siphon to remove, thus making pockets of anaerobic bacteria form, which when released is very toxic.

Turtles have been known to accidently eat a piece of gravel and it will cause an impactioin. I have no gravel in with my turtles for that reason, plus its easier to clean. For filters i have these - http://www.petsmart.com/global/product_detail.jsp?PRODUCT%3C%3Eprd_id=845524441806676&FOLDER%3C%3Efolder_id=2534374302030113&ASSORTMENT%3C%3East_id=2534374302023693&bmUID=1168901714452&itemNo=8&In=Fish&N=2030113&Ne=2
I have the whisper 40i for my red ear slider and the whisper 10i for my baby snapper.

Well I imagine you have the tube lengths at the original length? If so you can cut them shorter so the top cap pieces will be just below the water level and then they will work fine. However, undergravel filters work better the deeper the tube, as the air expands it makes the water move faster. So your filter will work fine, but not quite as well as one that has a full tank of water. would also recommend having another type of filtration other than just an undergravel as turtles are quite 'dirty' aquarium animals.

This involves the magical world of suction and gravity. Because of gravity, no liquid can be pumped higher than the level of the water it's being pumped from. Yeah, critter man had a good idea. Cut the tube to the height of the water in the tank, and it should work.

if I understand correctly the water only goes to the level of the water in the tank, but not out the top of the plastic columns, solution is to cut the length of the tubes so they rest below the desired water level then it will work fine
