Topical lip plumpers can only do so much and while they are popular, the ratings on each product vary widely from user to user on most of even the most popular topical plumpers.
In looking at pictures from her TV series on I, personally, believe she has had lip augmentation from a cosmetic surgeon or dermatologist. Whether it be Restylane, or Hylaform, the edges of her pigment seem too sharp to have NOT been augmented.
of course plumpers can still be used on top of augmented lips of desired but i don't think gloss like plumpers alone have made her lips so "poofy".

In Fun With Dick and Jane? (Love that movie!) They probably used a plumping lip gloss and applied different shades of lip color to contour her lips and exaggerate them.

there are plumping lipglosses that they use. if you want lips like that then start out with a lipstick that almost exactly matches your natural lipcolor. work from the inside, out to make them plumper. apply a red shade of lipstick working from inside, out. then apply clear lipgloss and you're good to go!
