The cheapest way would be if you had a stereo/turntable that you could plug into the line-in on your sound card, and to capture the audio to wav, and then convert it that way.
The most practical way, especially if you're going to be converting a lot of vinyl, is to get a usb turntable.

You can buy turn table with usb connection so you can download to PC then rip to CD yourself. Better still skip the CD and just put to flash drive so your music is transportable with out screwing the ozone by burning all the discs.

mmmmm not shore about cheap but last week on the gadget show they had a machine that copied vinyl to CD it looked good & worth looking in to if you have a lot of records to copy.
