The clause mentioned in the question, pg. 25 line 17 :
"‘‘(3) TYPES OF THREAT.—The Secretary spe-cifically shall consider the following types of threat 6
to the critical infrastructure sectors described in 7
paragraph (2), and to populations in all areas of the 8
United States, urban and rural: 9
‘‘(A) Biological threats. 10
‘‘(B) Nuclear threats. 11
‘‘(C) Radiological threats. 12
‘‘(D) Incendiary threats. 13
‘‘(E) Chemical threats. 14
‘‘(F) Explosives. 15
‘‘(G) Suicide bombers. 16
‘‘(H) Cyber threats. 17
OK, that means that the US will consider cyber threats as threats against US infrastructure. That means that if a terrorist is planning to release a virus and affect all American computers, then that's a terrorist attack.
No violation of freedom there.

Did you read the legislation? The part of the legislation he is referring to makes it a crime to sent a threatening email. If you're not threatening anyone then you have no problem.

How could they possibly take any freedoms away from the average American? The Republicans already picked our freedoms clean. In addition, they took those rights and gave them to large corporations with healthy tax breaks.
