I would recommend that you try using the free anti spy ware programs such as windows defender, spybot 1.4 or adaware.
However if these prove unsuccessful as I found recently you can download a paid for version from http://www.webroot.com/
I do not actively promote this web site for money or gain just the fact that after having a problem with popups and carrying out everything all of the previous answers have suggested the webroot software was the only one that worked. you can scan with a free version of the software first however it will need to be activated before it will remove the spyware that it finds.

You need to check that you Browser (Internet Explorer or Firefox etc) is up to date
Then every time you are using Internet make sure your default pop-up-blocker is on by clicking tools---->Pop-up-blocker.
Click on Start------Settings----->Control Panel and go to Add or remove programs and carefully check all the softwares there must be a program which has been installed and creating all the trouble
Also download the latest version of Yahoo Tool bar and run Norton Anti Spy ware. It will help you solve the problem
