He's got no powers, and yet the criminals are still scared spitless of him. He's smart, rich, knows awesome martial arts, is a detective, I'd put him up against almost anyone.

I am a Batman fan, but he became a superhero easier by spending money around. He knows martial arts, only because he had the money to travel the world to train with these masters who would give no one else the time of day. Became a great detective because he had the money to go to the best school to get the education. He worked out only because he has the money to afford the equipment.
True, Superman has all the powers, but he's Superman, he can do almost anything that would be impossible by mere mortals.
Spider-Man would be a better than these two. He may have the proportionate strength of a spider, but the most he could lift is a compact car. He works hard for the little money he gets, which he splits for rent, food, clothing (both civillan and costume), web fluid (though, now they are organic in the comics just like the movie), has the normal problems that all people have (family troubles, dead end job, letting his friends down), and has gone up crazy criminals in his league and at a cosmic level who could destroy a city with just a snap.
I love Batman and Superman for their stories, but Spider-Man is who I think is the best hero.

Does that anyone include Dr. Doom?
who was also born with no powers, is even more intelligent than batman, more skilled as he brought himself up to not only bieng the most technologically advanced human in the marvel universe, but he is also the second most powerfull sorcerer on earth.
Has cheated death more times than batman has gotten laid (and batman is supposedly a playboy).
Has (according to future stories) become immortal.
Brought utopia to the world- NO CRIME no hunger, no war, no poverty- whereas batman has only been able to reduce crime rates, not even prevent crime for a longer period of time in one city.
Tricked the demon mephisto (believed to be the marvel universe's version of the christian satan) into releasing his mother's soul.
Defeated his rival reed richards in proving himself the more intelligent (he cured reed's wife when reed could not).
While bruce wayne might have built himself up to be a great hand to hand fighter and detective, but comparing him to a world-altering hero like Dr. Doom whose goal is based on a desire to change the world rather than to live out some childhood fantasy because of childhood trauma (doom actually has that in spades too- how about your mother dying and bieng murdered by guardsman after selling her soul to the devil, or after your father couldnt' heal the baron's cancerous wife bieng chased into the hills and he freezes to death- holding you). That is like comparing a noble lion to a mouse.
