What brand should I look for in a $100-150 bass guitar? Does it even matter when it's that cheap?

Price isn't everything; nor is brand name.

You can often get good used ones, too.

What should matter most is:

1 - the neck is not warped or bent
2 - the fretboard is not worn out or dug up
3 - the "action" (distance between string and fret) is good; fingers easily
4 - the bass plays accurately and the strings do not "buzz" a lot, which would indicate that the bridge might be set too low and/or a warped neck

It is entirely possible that you could find a bass in the indicated price range.

Go to guitar center and look at the used basses. You can get a good deal like that on one that would normally cost more.

good quality and cheap dont happen at the same time with music. especially when you are going to be playing in a band. If you want to practice, and still be cheap, go to guitar center and get a cheap Ibanez bass, they are good for starters and cheap

Look at a used Bass, you can save some bucks that way. Ask the other musicians you know, maybe someone will have one for sale.

Legend PB400, I got that for $300 AUD (about $180USD) with the amplifier. By itself, it's about $249AUD, so you'd be able to afford it. It's much better than a Squier. I've had it for ages now, and it was the last one on display and it still works perfectly. The tone is awesome if you use your fingers. Hardware, wood is still stable, action is awesome, it's got a really tough finish as well.

go to "Musicians Friend" web site , just starting out you can get by with a cheap one, in case you give up .

not gonna get much with that but look into the squier p-bass

no it doesn't. it really doesn't matter anyway. just make sure you hold it and you get along well with it. you can always switch out the pickups when you get an extra 60$.
