If you're using pencil - just pull your lower eyelid taunt and draw on the inner rim.
If you're going for a more dramitic effect though - do the same thing - pull your eyelid slightly to the side and draw a line very close under your lashes - liquid eyeliner is better for this type of effect - after you have the line drawn - you can either smudge it - or just leave it as is - dont plaster it on thickly as you'll look like you have tiny eyes - just a narrow line will do. xx

BE VERY CAREFULL!! Because if you dont then your eyes will start getting all red and...
Tilt your head back. Make sure you're facing a mirror. Pull your bottom eyelid just a little. Lightly draw a line going from the inner part of you eye to the outer part. Use soft eyeliner. Remember to not overdo it or else you will look gothic. Thin eyeliner make your eyes pop.

Firstly make sure you've got a good eyeliner pencil which is sharp but not to sharp that you poke your eye out. Then look straight forward into the mirror slightly pull your bottom eye down then just sweep the pencil across your eyelid.

If you mean on the rim, that's not suggested, could set up infection and will wash away in 15 minutes anyways...If you mean under your lower lashes, do it very lightly and in small broken strokes, like this - - - -, then blend it with a sponge or eyeshadow brush. This way it won't be too heavy and you can add more if you feel you need to. By the way, don't put your mascara on until after you've done the eyeliner, much easier that way.

It's kinda hard to explain without an image..but i'll do my best.
you know the eyelashed that you have around the bottom of your eye...the very fine ones that aren't as long as the ones on the top that you apply mascara to....?
directly behind the fine eyelashes on that strip of skin that rests againt your eye is where you put the eyeliner across. You may need to pull out gently on the skin under your eye to apply it. Some people don't feel comfortable putting it on...it's something you may need to get used to. your eyes may water a bit at first too.

It does actually make your eyes look smaller but if you have to then use liquid and be careful. Liquid will go on better and you can achieve a thinner line than with pencil. Apply it as close to your lashes as you can but don't go all the way to your tear duct. I would not recommend putting it on the inner part of your eye. This can cause infection and usually a build up of black goop in your tear duct. (not a pretty sight!)

take a liner pencil and just trace the bottom right under your eye. use a damp Q tip to make the thick parts look better. go from the outside to the inside. just do it lightly and not too thick. don't put mascara on until after you've done your eyeliner! i don't use mascara on my lower lid- just the top. and i don't use eye liner on the top lid, just the bottom. it works out pretty well for me.

For smoky eyes always use a kohl pencil in dark grey or black
Apply it on the lash line, and smudge in with a cotton bud.
Or a liquid liner for a more defined, dramatic look.
put the tip of the liner on the inside corner of your eye, in 1 stroke pull it to the outer corner of your eye (with a little flick), and fill in any space between the line and your lashes after.

Gently pull down your lower eye lid and 'draw' the line on the whitish rim just above your lower eye lashes. Go over it a few times to get the darkness you require.

turn your eyelid out slightly with one hand and use another hand to put it on, but not liquid ones, eyeliner pencil.
