Hopefully, you've already shut off the water at the petcock coming out of the wall. Now take the top off of the tank, and look inside. Is the flapper down? Is it attached to the lever handle? Make sure that assy is okay and sealing against the drain. Now slowly turn the petcock on just a little. Is water spraying out of the tower? Then it probably needs replacement. Generic towers are about $8-12. typically. You'll need to drain the tank and follow the instructions that come with it. It's really not that complicated if you're willing to get a little wet.

If it used to work, then it might simply have a partial clog. Having it snaked may clear it out. You might be tempted to use Draino, but this is unlikely to yield good results. If it's all clear (and you may need to go down quite a ways), then it might be a mis adjusted flapper ball. Open the tank and flush. Watch how it works, if you're not familiar. A valve will open and the water in the tank will fall (based on gravity, unless you have a power or vacuum-assisted flush). At the same time, new water will come into the tank. At some point, the valve will close and the tank will re-fill with water until it's turned off (typically by a "float"). If the valve closes too quickly, this means that not enough water may be flooding the bowl. Or, if the tank doesn't fill enough, there might not be enough water. Adjusting, repairing, or fixing the flush apparatus can be a relatively inexpensive fix, if this is really the issue. My money is on a clog. It's happened to me and it required the Roto Rooter man. Spend the $100-$150, since doing this yourself is going to require equipment costing almost that much.

Yikes !! You need a plumber's helper - a plunger - to unclog the toilet. Worse case you will need a "snake" to unclog it.
One solution for future problems might be to eat more fibre and less cheese. :-)
or did you try to flush a ham??

- cut water off to the toilet
- mop up the water off the floor (wear gloves and wash after)
- use a plunger to un clog
- if plunger do not work, try a snake (can rent from home depot)
