Use a lipliner to go just outside of the lines of your lips. Then wear lipstick over that and then gloss over that. That's about the only way that I know.
Victoria's Secret has a good plumper that works, but it stings the heck out of your lips. I know you didn't want that answer, but that's the only one I've got besides botox.

Most plumper's work by irritating the lip kinda like an allergic reaction hence the burn, try lip fusion xl it works without burning or itching. It has marine collagen and hylauronic acid they both retain water and become activated when on the lip.
It's what my wife uses.

There is a product called 'lip plumper' that is put out by different companies. Sally Hansen is one of them and I believe Avon does, too. If you have a cosmetic store nearby, check it out and look for 'lip plumpers'. They usually are in a tube that looks like lip gloss. I believe you can either put in on by itself or over your lipstick. Best of luck to you.

I'm NOT joking first of all. Sucking on your thumb makes you lips bigger. Havn't you ever wondered how these 1 years old have such full lips? It is the thumb sucking. Good luck.

well not that i know of but the only thing that will really look good is the injections.Trust me they dont hurt i have them and my lips dont hurt at all. and it dosent hurt at all its like getting those shots on ur arms
