You could try something out there like Darryl Hannah in Splash as a mermaid, or what about 80's music icons the gender benders like Annie Lennox of Eurythmics or Boy Gorge, Adam Ant. Maybe you are too modest you might look fabulous as She-Ra or Lucy Lawless as Xena Warrior woman.
I also like the wild haired 80's punk or rock chic.

If you're thinking of TV, most of the "classic" characters from the 80s were men, but a few of the women that come to mind were Daisy Duke, Jennifer on WKRP, Mindy (of Mork and Mindy), and the Golden Girls.
A truly classic 80s TV character is Alf, if you could figure out how to pull that off!

How about Jem or Smurfette? Punky Brewster was a good idea. Or maybe one of the girls from the Facts of Life? The costume shouldn't be hard to figure out for that.

Anyone from Dynasty, Dallas or if you want to go funkier try somone from Bon Jovi, Guns N Roses, Poison, any "Hair" band from the '80's, or a Punk Rocker, something like that should work.
