How about a couples massage? You can both enjoy it at the same time. There is actually one that is done with chocolate oils and is followed by a steam bath for two in a garden tub. Mellow music, aromatherapy candles, nice tea or champagne and let the night be yours.

You don't give me much to go on regards age and his interests; i draw my answer from a simple fact that is all that men want out of a relationship - an easy life.
If you can stretch your budget a bit and give him an evening to remember. Not the obvious restaurant-bar-club. The key is in the subtleties. If you guys eat, pre-order him something that is not on the menu, but that you know he likes. This way you are turning something normal into something memorable for him.
Another tack, if you have a house to yourself, $100 will go a long way. A night in together can be just as romantic - and i don't mean candles and love songs.
If you have the means you could go somewhere remote (field, hill etc and you need to pre-stash a picnic there. I know its not the warmest time of year, but you could both get over that small hurdle.
If i can give one more bit of advice, you know him best, something that is personal to him, and even better to the both of you, will always win. Cost does not matter be it 50p or $1,000.
I know its all a bit vague but i have chucked the contents of my brain in here; hopefully there is enough for you to go on and be inspired by.

How about:
-A boxed set of DVDs of one of his favorite shows
-Things for his car (portable cup holders, tool bag, ice scraper, etc.) Head to Checker Auto or something and you will get ideas just looking at stuff.
-A leather wallet (make sure it's similar to the one he already has)
-A nice shirt with matching tie (something classy yet not boring)

here are some things i'm doing...
i'm filling up ballons and putting messages inside of them telling why i love him, or thank you for...(being funny, surprising me, giving me back massages... etc etc)
then im filling up a cheap wallet with coupons.. like "free back massage" or "get out of an argument free" and im putting a picture of us where the DL goes
thennn... i put 365 hersheys kisses in a jar and i wrote "A kiss for everyday of the year!:)"

How about a gift certificate to a store that sells the kind of things he's interested in? (Surf store, music store or downloads, fancy auto accessories, etc.) Or tickets for the two of you to go to the kind of event he likes? (Sports or whatever). You could wrap it up with a few knick-nacks or decorations in the theme of the gift -- with a sexy card! (He's a guy, we know he's interested in THAT!)
