Manufacturers started referring to laptops as notebooks after computers became so hot that it was uncomfortable for people that actually used them on laps.
At one time notebooks were lighter and smaller than laptops, because it was suggested that they were as easy to carry and not as heavy. The terminology has changed reflecting the way computers are used now a days. Now there are ultra-portable or portable notebooks, media notebooks, and desktop replacements.

Currently, these terms are now the same. Because of the variety of models & functionality the IT vendor/manufacturer decided to use them together to avoid confusion.
