The water heater is likely starting to rust or has excessive sediment buildup. Over time the sacrificial anode in the heater will be totally consumed and then the tank will begin to rust. The anode should be inspected / replaced every few years. Flushing the tank would give an indication as to the cause of the problem. If the problem returns quickly your tank is rusting and could fail.

You have rust in the water tank. Try draining the tank by putting a garden hose on the valve at the bottom of the tank, and open valve to drain until clear water comes out. If this don't work, it is time to replace tank.

It is the sediment in the water heater. Try to flush it out the bottom of the heater. Turn off the power first so you don't ruin the elements ,if it is electric. If it is old it is probably time for a new water heater.

i'm no longer able to think of what's up with the water on your water heater (that's unusual) yet, once you're renting month to month, you have no longer have been given any hire settlement. you may circulate out every time yet you may must be paid up in the process the tip of the present month. And confident, till he tries to locate different reasons to maintain a number of your deposit, he might ideally be obligated to furnish you your finished deposit back. he can no longer save it in simple terms because you left. solid success!
