The Las Palmas Hotel is clean and a good older hotel. The rate is around 1600 to 2000 pesos per night. You should make reservation since they are always booked. When you arrive at the airport you can go to the Transportation Office and they have a reservationist and car to transport you to the hotel. The transportation rate is 500 pesos. It is near Robinson Mall Ermita and is in the heart of Malate. Malate is a prime area for tourist, but as some have suggested it is an area of Call Boys and Hookers. Why would Call Boys and Hookers not be in an area where most of the foreign tourist are? Makati is the Business District. You are going to find surroundings there that rival most large cities in the U.S.A. In my opinion Makati is what those living in the Philippines would like the Philippines to be (Skyscrapers, booming economy, American restuarants, European Retailers, major malls, etc.) but Malate is more the reality of what the Philippines is.

I've never stayed in the hotel, but the area is probably the best area for a visitor to stay in Manila, unless you have business to do in other parts of town. The nightlife is nice with genuine bars and restaurants instead of the plastic scene in Makati. Makati and Ortigas are full of shopping malls with fast-food chains and not much else. If you are visiting from out of town, I'm sure you will want to do more than hang out at shopping malls which you could do at home.
