I'm guessing you don't want Alaska included in this, but Anchorage would have the coolest summer. In the 48 states, San Francisco has the coolest summer. It is very well-regulated by the cold waters of the Pacific. It rarely gets very warm in San Francisco even in summer. The average high in September (the warmest month) is 73 F. The record high is 106 F. However, the record high temp is only 100 F in Seattle, and the average high in August (the warmest month) is only 76 F. I looked at other cities like Minneapolis, Detroit, and Augusta, ME, but they all had average highs in the 80s.

In the lower 48, probably San Francisco. Being surrounded on 3 sides by cold water helps moderate the temperature. At night the fog can chill you to the bone.

Someone famous, (I forget who) once said "the coldest winter I ever spent was a summer in San Francisco).
