If an adult male has a young teen girl hit on him and she goes for a kiss on the lips and the guy accepts willingly, but nothing else happens, has he commited a crime? I understand this is immoral. I want to know about technically legal or illegal.

Let's take one state as an example.
In Minnesota, Criminal Sexual Conduct in the First Degree is
"sexual penetration" with certain underage victims, or by force, or with a dangerous weapon, etc.
Criminal Sexual Conduct in the Second Degree is
"sexual contact"
(Third, fourth and fifth degree just varies the age, the amount of contact, etc.)
"Sexual Penetration" is: (this isn't a complete excerpt)
Sexual penetration" means any of the following acts
committed without the complainant's consent, except in those cases where consent is not a
defense, whether or not emission of semen occurs:
(1) sexual intercourse, cunnilingus, fellatio, or anal intercourse; or
(2) any intrusion however slight into the genital or anal openings:
(i) of the complainant's body by any part of the actor's body or any object used by the actor
for this purpose;
(ii) of the complainant's body by any part of the body of the complainant, by any part of
the body of another person, or by any object used by the complainant or another person for this
purpose, when effected by a person in a position of authority, or by coercion, or by inducement
if the child is under 13 years of age or mentally impaired; or

"Sexual Contact" is
(i) the intentional touching by the actor of the complainant's intimate parts;
(ii) the touching by the complainant of the actor's, the complainant's, or another's intimate
parts;
(iii) the touching by another of the complainant's intimate parts; or
(iv) in any of the cases listed above, touching of the clothing covering the immediate area
of the intimate parts.
and "intimate parts" are the primary genital area, groin, inner
thigh, buttocks, or breast of a human being.
.

Now, this isn't a treatise on the law of statutory rape. And it's not a dissertation on whether one SHOULD do this, or accept a kiss from a truly minor child, or engage in any "grey area" activity. But the point is that a kiss, unless coerced, or done by a person with authority over the minor, is rarely, if ever, going to constitute criminal sexual conduct. It almost always involves penetration or fondling of the sex organs or of the breasts, butt, or areas there abouts.

Dont listen to these people. You arent going to jail over just kissing a young girl. Question. How young is she? Most people have no clue...but the myth of under 18 is automatic jailbait is just an urban legend these days. Most states have lowered the legal age of sexual consent to 16. Some have went even lower.
I am not saying its right. I am not saying i get into those kinda things. I am not telling you to kiss her again or to do more. I am just telling you the facts.

how old an adult male - 18 or 50? how underage is the girl - 17 or 13? it would also depend on the jusrisdiction as states have different ages of consent. you may want to google age of consent for the state you live in.

Neither. Technically legal or anything. It is illegal for an adult to commit in ANY ACT towards a minor.
