If you mean the recent conference on the Holocaust it was because the Iranians funded it and that is where they wanted it so that it would get the most publicity.
If you mean the conference between Roosevelt, Churchill, and Stalin during WW2 It was held there so that Stalin would not be too far from Russia during major battles when his presence or decision making might be needed in any crisis - and it was Roosevelt's turn to come to Europe. As I recall it was easily agreed on as a meeting place, especially as it gave the ailing American President a restful sea voyage.

The Tehran conference was held in Tehran because it was next door to the Soviet Union. Soviet Premier Josef Stalin did not want to be very far from his country. American President Franklin Roosevelt and British Prime Minister Winston Churchill did not want to travel to the Soviet Union. So Tehran was a compromise location. In World War II, Iran was on the side of the Allies. However, that was the case only from 1941 on. Before that, Iran's shah, Reza, was known to be less-than-sympathetic to the Allies and leaning toward supporting Hitler. He was deposed in 1941 and his son, Mohammed Reza Pahlavi, came to the throne and put Iran firmly on the side of the Allies. Iran did not fight during World War II, but it supplied oil for the Allies. In World War I, Iran was neutral.

If you mean the Teheran conference in 1971 it was there because the conference was about the petrol and Iran is an important petrol exportater
