• click the 'start' button
• go to 'run'
• type services.msc
• click 'ok'
• go down to the 'messenger' entry, and double click it.
• click 'stop', and change startup method to 'manual'
• click 'ok', and close the services window

the messenger service which isn't needed will not startup with windows anymore, and so you won't get those popups.

alternatively, there is a free program you can download which automates the above process called 'shoot the messenger':

If you aren't using it, uninstall it under "add/remove programs"
