Is this a momentary shock, like in static electricity? If so, it is normal. If not, this is a really big problem. Call an electrician ASAP, this could be fatal.
A person needs to know more about electricity than an average DIY person to even diagnose this problem. It is best left to the pros. I would not allow anyone to use the bathroom until it is looked at.
This may sound alarmist, but there isn't enough info in the question to tell us if it is dangerous or not. Call an electrician immediately.This can be an extremely dangerous situation.Dont get paranoid that he's going to charge you a small fortune, just call an get an estimate from a few electricians and decide who should fix the problem......but get it fixed pronto......It sounds very much like a grounding problem..possibly a bad neutral.

Probably the house is not grounded correctly. Call the electrition. This is very dangerous.

you probably have a cold water pipe ground put there by the electrician if old house.... if new check your ground rod connection & if you have a 6' ground rod...
