just make sure u dont put them on the glass cuz u def dont want the bottle breaking. lol
just use the pliars like on the top thingy hold the glass and twist.
i do that alll the time.

Run it under hot water or put nail polish remover where the polish has dried up.

Why does it need to be quickly? Anyway, I would just soak it under hot water for a while and then twist it off.

Acetone (nail varnish remover)
Boaconstrictor rubber strap wrench ( the ideal solution)
hot water and water pump pliers

the hot water tip is the way to go..only dont keep it under for too long as gasses can build up and crack the neck of the glass!

you can try rubbing nail polish remover on the part that is dried up.

I run it under the hot water tap and it usually loosens up real fast!
