i have a wastegate with a 3.64psi spring and i set the boost controller to 6psi will the turbo still push 6psi

Your turbine is exhaust driven, therefore it will spin and continue
to create boost until some means of control are applied, i.e. a
waste gate... Applying mega boost to an engine often times
requires special head gaskets, Lower compression ratios etc...
be carefull or you will pick up your rods out of the lower crankcase of the engine...
