i already tried using instant glass glue and it didnt work

Perhaps you could slice the corks in half, so there is a flat surface that makes contact with the glass. Then the hot glue may hold better. Or at least slice some of the cork off to make a flat surface. In making a "cork board", I'm imagining corks covering the whole board. Does it have to be glass that you are gluing them? Maybe a thin plywood or a stiff cardboard backer would do?

Use contact adhesive. The same type used for plastic laminate. Instructions are on the can and it will hold. If you spray it on, be careful. You can't get that crap off of anything unless you use lacquer thinner and it's very flammable. It also comes in small cans you can brush it on.

Sounds safe, huh?! You can do it.

Id go to the hardware store and see if there is some type of glass glue.Or see what they would recommend at a craft store
