There are actually two theories surrounding the reason as to why Everton run out to the theme from Z Cars, both linked to the series.
The first is that the series was actually filmed in Kirkby, and as it was a locally filmed TV show (which was rare in those days), the club decided to play the theme tune, and it stuck.
The second theory, and my personal favourite for the actual reason why, is that Leonard Rossiter, who played DI Bamber, was an Evertonian and took some of the other members of the cast along to a match. As the club knew about this (presumably because they gave Rossiter and his fellow actors free tickets), they played the Z Cars theme because they were there, and it has stuck ever since.
The actual theme was taken from an old Liverpool sea shanty called "Johnny Todd" which was about a sailor who's girlfriend asked to marry before he went off to sea again, which he refused and, naturally, she married someone else. "Johnny Todd" has been covered by Bob Dylan and can be found on Reel Two of his Complete Basement Tapes (Track #13).

think about it scousers are renowned for half inching and z cars was an old police series, they are probable trying to keep the fans away from the players cars in the car park.
