You mean the New Mexico space port. The Mojave space port is all done. Actually, Mojave has been an operating airport for decades, but a couple years ago they completed the paperwork needed to be allowed to launch space craft from there. So far the New Mexico space port is mostly undeveloped land. Virgin should start flights in a couple years, probably from Mojave at first.
