I have a new process for boat building (using any materiaI) that I know I can patent, but can I specifically claim the use of cotton fabric to exclude others from using it to build boats with any method thay want to use?
Basically, can I patent the use of a specific material in building a product?

Yes - as long as you meet the requirements for patentability:

1. New
2. Useful
3. Non-obvious
4. Patnetable subject matter

as well as any statutory bars - like the 'on sale' bar

The only problems you may have are NEW and NON-OBVIOUS - do a literature search, and search patents on USPTO.GOV to see if someone came up with your idea already.
