No, they are trying to act like an equal branch of the government.
Congress is the only entity that can declare war - a power claimed by Bush. They are the only entity that can create laws - a power co-opted by Bush via "signing statements."
They are the branch that controls funding of the government.
They are in charge of oversight of executive functions.
We have three co-equal branches of government. A rubber-stamp, ask-no-questions Congress is negligent in it's duties. Also, it's been pointed out that not only is the Congress equal to the Executive Branch/President, it was listed first in the Constitution because the Founding Fathers wanted it to be "first" among the co-equal branches, because their experience led them to rightly fear the power of an executive/monarch/despot run amok.

Its always a power struggle between the branches. For years, there was really no oversight on the president by congress - because they were members of the same party.
THE biggest election issue this year was Iraq. While republicans claimed the Dems had no plan, they voters decided to elect them anyway.
While the president is solely in charge as Commander and Chief, Congress controls the purse strings. That is, the President can order soldiers to Iraq, but Congress can just take the money out of the military budget.
It became worse (for Bush) when he refused to follow the recommendations of the bi-partison commission studying the Iraq issue. These were former sec of state for republicans, sec of defense for republicans, as well as dems, but it was not a partison effort. So, after thumbing his nose at the rest of the world, and then thumbing his nose at congressional democrats, and then thumbing his nose at the commission, Bush finds that he no longer has the credibility or good will in congress to do anything without oversight.

they are trying to tell the President that they hold the purse strings and that he needs to make decisions based on their willingness to accept his actions...it is the only way Congress can affect the Executive branch
If you want to call it "bullying", fine...but the President has been bullying people for 6 yrs
