The most commonly used real-world term is 'herd' or 'group'.
Since tortoises are pretty solitary animals, they do not usually assemble in the wild in big enough groups to worry about the term.

Not sure of the technical name, generally they are the blue haired ladies in the fast lane of the freeway though. I guess a whole bunch of them is called a traffic jam.
