The virus somehow manages to keep the brain alive, or at least parts of it. Since the brain sends impulses to the muscles, destroying the brain is the only way to stop a zombie.

The brain is what is reactivated- the primitive part of the cerebral cortex that triggers the reflex needs; eating, survival, etc.

If not for the electrical impulses sent out by the brain then the body cannot function. That is why separating the head from the body will result in a functioning head- but a non-functioning body. And, why destroying the brain itself is the only full stop to a zombie.

The brain is not active except for on an instinctual level. Something, whether it be top secret government nerve gas or radiation, has triggered the zombie to seek out it's primary instinct-- to feed. Since these instinctual behaviors reside in the brain, destroying it robs the zombie of its driving stimulant (ie instinct).

The brain is in charge of the functions of the body. It is the regulator. If it is destroyed, the body will cease to function. It is the same in a living creature as it is in a living dead one. Without the brain no body can function - unless you are a cockroach

For the limbs and the rest of the body to moves, there needs to be electrical impulses. The brain is like the battery - remove it, and you have an incomplete circuit, and thus, a dead zombie.
