The car is yours. You are liable, unless you charge them for theft of car, which is a difficult proposition considering that they are members of your household.

You are liable if the car is in your name, and you have not reported the vehicle stolen. Report it stolen, and this household member is going to jail, and will be responsible for the damages to both your car, nd the other.
sounds like you are better off not reporting it, and having said member work off his/her debt.

Legally, it'd probably still fall under your insurance. You shouldn't be jailed or fined for it, though. And the police, after hearing your side of the story, would likely charge the driver with unauthorized use of a vehicle rather than theft.
