It depends on your definitions of "legal" and "marriage." In some cultures, simply declaring that you were "married" was sufficient for the authorities to recognize you as such. Many ancient peoples would have defined "marriage" as the point when the woman of one clan was given to the man of another clan. The early Catholic Church recognized both different-sex and same-sex unions with a "blessing" by church officials. Even today, a common law marriage would give the couple legal rights but would not involve a ceremony or legal documentation.

At the risk of sounding like a cynic, I think marriage for life was created by people who were lucky to make it to age 30 without being stepped on by a dinosaur. I'm not sure when the first legal marriage happened, but I'm confident that the first divorce followed in fairly short order.

In the bible it talks about the first marriage on earth was from Adam and Eve. And it was legal b/c God made it legal.
Read Genesis. In life marriage is a bond between two people and God.
