The order is like this:
20 non-playoff teams are put in ascending order of record from 1-20 picks.
Then, 10 playoff, but non-super bowl teams are put in ascending order of record from picks 21-30.
Finally, super bowl teams are placed with loser getting pick 31, and winner getting pick 32.

The first 20 teams were already announced before the playoffs. The last 12 teams are dettermined on how you do in the playoffs. The super bowl champion is 32nd to pick the next year.

the order for all teams who didn't make the playoffs has already been decided and the rest will be announced a couple days after the Patriots win the super bowl

They already announced them.Look around nfl.com or espn.com and you can probably find them.
