It sounds like this woman is trying to cause trouble. Any self respecting woman regardless of the size of her breasts would not go around topless in a public setting for any other reason. They make nude beaches for this type of person. I am sure she is aware of where she is, and I think she should be arrested for public indecency.

I think she is breaking the law. It is beside the point that she has no breasts whatsoever. Most people don't know what to think or say because it is wrong. Is she possibly trying to make trouble or cause some problems?

I think its fine.
Whether or not she's flat isn't the issue. If it is ok for guys to do it, why is it not ok for girls to do it? Both genders have nipples so its not that. Technically the main function of female breasts is to provide sustenance to children (whether or not they decide to have children). Most of society, especially the guys insist on seeing breats as only sexual parts. They aren't, especially since both genders can derive pleasure from their breasts.
So.. she shouldn't be charged with indecent exposure, that should require genital exposure. She should be allowed to to be just like the guys, without being relegated to a special beach.

It doesn't matter if she has breasts or not. What matters is if it's legal for women to go topless at this beach at all. If not, she should cover up.

I never understood why men can go shirtless in public but women can't. I have seen some guys with bigger boobs than me. I don't see what the big deal is.

If there are laws that prohibit bare breasts for women, she is breaking the law. It doesn't matter if she is flat chested or not.
Therefore, no it is not correct if the law forbids it.

While she is breaking the law, I don't think she should be arrested. I am NOT a feminst, but the Libertarian in me says that activities that don't harm anyone should NOT be illegal.
