Itunes is not a photo editor. It can play music and videos not pictures.

The photo tab isn't in iTunes itself; it doesn't show up until you connect your iPod. If you click on your iPod in the device list on the left, you should see a tab for photos, there you can tell your iPod if you want it to sync photos or not.
