Our contractor spread rock salt to de-ice the roads and I was wondering if the rain we continued to get melted the ice? They spread more rock salt within a 24 hour period.

the rock salt probably washed away because of the rain and the rain melted the ice away. They probably spread more rock salt so that the rain on the ground doesn't freeze later on if the temperature drops (but if the temp drops too much the rock salt won't stop the freezing)

Adding salt to freezing water (ice) lowers the temperature at which the
solution will freeze. In other words, adding salt to ice may make the
ice melt not because the salt raises the temperature but rather
because a new solution is formed that has a lower freezing point.

The rain will dilute the percentage of salt on the roads, so spreding more salt was a good idea!

Rain doesn't do anything except wash the rock salt from the surface and help to dilute it down faster.
