Westley's makes a product that I used when I had RWL tires. I bought it at AutoZone or WalMart, wherever I happened to be. It worked great. I think it was called Bleach White, but I am not sure. Any automotive isle should have something that will work.

I have always used VIM - tub & tile cleanser and a good old wire brush (use some caution around the rim). I usually rinse the tire spray on the VIM and then wire brush and put in a little elbow grease into the sidewalls and lettering. Then just rinse with water and they look good as new!

If a good old scrub brush and soap won't do it then check your local detailing shop, there is a product out that you can paint over the whitewall. I remember a few years ago a neighbor was doing his raised lettering on his.

They make white marking pens - available at most auto parts stores for cleaning up your letters. A steady hand and a little masking tape might be necessary to make them look good.

just clean the crap off it the best you can, and paint them with a nice high gloss, oil based, white paint

A steel wool soap pad will clean them! You can buy them at almost any store. (SOS or Brillo are two common brands)
