When you upload a picture from myspace it tells you your IP you added it from, and Iv seen a few message board banner kinda things that look like they do it too.

It all depends, whenever you access a webpage your ip address is logged for web traffic stats.

Most Forums log ip address again when you make a post

I would guess that for security orkut does as well when people upload

It is simple to do and just requires a simple call to the system, obviously depends on the programming language you use

Yes of course. Whenever you access any websites, actually you give them some information of your system, such as Operating System, Browser, and IP address. Usually they keep the record of it for some purpose. But this information only available to the site's administrator that usually keep it only for their internal track record.
