Basically the simplest answer would be because women have wombs and men don't.
Every month the egg your body releases goes into the womb and if you are not pregnant your body does not need the lining. The blood you shed during your period is the unused lining of your womb.
IF you were pregnant then the baby (fertilized egg really at that point) would attach itself to the lining in your womb then the lining will continue to thicken and will become the placenta. This acts to supply nourishment from the mother to the growing fetus.

Because women are the ones that carry the fetus through pregnancy. Why is it women? Mother Nature wanted babies to like Mom best.
The reason the menses is blood is because the uterus needs a thick lining that consists largely of blood to begin and maintain the fetus through the pregnancy. So, the uterus begins to gather blood at the end of the actual menses, and holds it for (on average) 21 days, before it sheds the excess lining if there is no pregnancy.

Because your body is expelling an unfertilized egg. The blood is material that would nurture the egg if it was fertilized. Obviously men don't produce eggs so they don't have periods.
You need to read a basic book on human reproduction.
