I would suggest hitting the dry skin at other times besides moisturizing underneath makeup. A very heavy moisturizer under makeup will make makeup look cakey.
Instead try a nice night cream to wear at night. Make sure it is hypoallerigenic and non-comedigenic, as this will ensure it will not clog your pores.
Also, when you wash your face, use cool water as hot water will dry your skin out. A hot shower will also make your face very dry.
Try a subtle exfoliant once or twice a week... but nothing too harsh. Try an exfoliant for sensitive skin.
Also, a facial, such as a milk-based facial is good for extra moisture as well.
As for moisturizing under makeup, a good moisturizer for dry skin would be a simple moisturizer by Nutrogena. It works well, and goes well under makeup. You can get it in spf 15 or sensitive skin.

Intense moisturizing cream or extra emmolient night cream, both by Mary Kay. The intense moisturizing cream is fabulous, and won't break you out. Also, use a microdermabrasion 2-3 times per week to slough off those dead skin cells because they prevent the moisturizer from soaking in. Make sure your face wash is formulated for dry skin and is extra gentle. MK makes two that I really like for my dry skinned customers: TimeWise 3 in 1 cleanser for normal to dry skin and the Classic Basic Gentle Cleansing Cream. I have samples of a couple of these.

Try African Shea Butter. It's a butter that comes a nut tree. It is natural and moisturizes well, and it doesn't contain pore-clogging ingredients like mineral oil or petroleum. Before applying any moisturizer to skin, make sure its still wet. This helps lock in moisture.

When my nose and my eyelid (for some reason) used to get dry, I would wear Olay Sensitive Moisture Therepy Cream. It is for sensitive skin so it is real light and can be worn under makeup. Before that I used Pond's Dry Skin Cream. It is real oily and cakey so I don't use it nor do I recommend it.

well Palmer's cocoa butter formula is great for dry skin, you control the amount of moisture its best to get your face wet and then add cocoa butter take a small amount and rub in the palms of your hands, and then gently apply to face...its great for face and all over your body.

I think that Lush that make the handmade cosmetics have loads of different ones that are good for all skin types...Celestial is probably the best for dry skin...maybe something like Skin Drink in their too...

cocoa butter is the best moisturizer and its gentle on the skin it doesnt clog pores.
also drinking more water would help alot as well. And shower with tepid water, hot water dries up your skin

try st,lves swiss vanilla whit vitamin e mosisture therapy lotion it works and is small nice but what all so helps is drink 10 cups of water a day it both works for my skin and i looks like a grampa skin and i,m only 37 years old.
