Try modifying an open source distro. and beware, read the license agreement first.
You will end up with your own os within a week. You can customize them for your actual needs later on.

the os runs on the hardware the applications run on the os - web access and word processing are applications not os's

You can write either in almost any laguage - I used to have an os written in pascal - stuff theses days is written in C or C++

For good alround functionality look at JAVA although Microsofts C# may be better at integrating with other ms stuff

I'd bet that it's wouldn't be easy and in addition, there would be no point when many options are available today.

If you are interested a low power os that can do such simple tasks, then use one of the popular linux distros (for example ubuntu - http://www.ubuntu.com/ )

Good luck :)

P.S. Ubuntu is free

OSes are not what do the word processing or internet browsing.

Software created for that OS does that.

Get portableapps suite base add in firefox and abiword. Then you can run it all off a thumb drive. Or get a small Linux version and customize it as your own. Way too much effort to actually create one from scratch.

Save your self some trouble. Go with a free version of Linux such as Ubuntu. you can get a cd or download it at shipit.ubuntu.com completely free.

Nothing simple about it. I suggest your first step should be a couple of college courses on Architecture, then Machine/Assembly language.

You can put Linux on a flash drive now. that is about as simple as it gets. sorta.
